No spark, do I have a bad ICM? 200 1983

My 83DL turns over but won't start. I replaced the fuel relay, but I don't hear the pump like I did when I jumped the fuses. I don't have any spark, but I do have votage to the distributor and coil. How do I probe the wires on the ICM for voltage they seem pretty tight. I tried a few times with no reading, but I don't think I am reaching bare wire. Should I get a new distributor and plugs first to gain spark. Or should I make sure my ICM or ECU are both good first. Any suggestions on getting this thing running? 80DL 170k,purrs like a kitten. 83DL 217k(no spark)use to purr like a kitten.
