Emissions test 900

Just finished our bi-annual emissions test for Maryland. I passed, of course, but I'm always amazed at the difference between readings from the car and the state standards. For example:

Test State Standards (GPM) My reading
Hydrocarbons 1.1 .0092
Carbon Monoxide 20.00 .0599
Oxides of Nitrogen 2.3 .0913
Carbon Dioxide N/A 51.405

My only conclusion is that there lots of cars in the state that have hundreds mor times of GPM than I do, but are still legal cars. Are most newer cars this low?
