How does that flap in the airbox actually work? 700

Yes your flap could be stuck in the hot air position. I believe thats whats happened to my car, ever since I've owned it (2 months). Since this is my first Volvo I couldn't feel if this was normal or not. After reading on here for a while I discovered my car wasn't getting the proper cool air to run efficiently. I found the flap very hard to move, and the gaskets were rotten. Probably still original from 1988. I think after the car has been sitting the flap would be in the hot air position, in order to warm up the car the fastest. The flap is right underneath the air filter under a removable platic cover.

Not sure about your inspection, we have an emissions test (BC Canada), so they don't poke around the engine.
