Sluggish performance and bad MPG......BAD cat. converter??? 900 1993

Hey folks. My car is a '93 945. I've had the car for only a few months but it doesn't seem to be running right. It seems like its not running very smoothly, not much power, and it kind of backfires or sputters on deceleration. Also fuel mileage on the highway seems to be only in the low 20's, maybe 22-23. Seems a bit low. Anyway, now there's a little rattle in the catalytic converter. You hear something loose in there when you tap on it. Might something have broken loose in there and be clogging it up, perhaps giving excessive back pressure????? And might be this be giving me the mentioned running problems? By the way, the car has 115K miles. Thanks for everyone's input.
