Yes, turbulance will help mix things up for better combustion, the only problem with that tevice is that it is before the throttle body, which will straighten it back out, negating anything that was started.

Now if you really want a swirl effect that will make a difference, break out the die grinder ,lay in a stock of bits, pull the intake manifold and head, remove the valvesand grind swirl patterns into each intake chamber.
If you want to get real sexy, you can weld some plates in at varying angles and drill holes in them to increase effect.
Keep in mind that all of these things have the most effect on carbureted engines( I did a lot of experimenting with chevy v-8's a few years ago with very nice results , I peaked at about 22.5 mpg in a chevy conversion van heavly loaded but had to richen it back up a bit due to high combustion chamber temps). On a fuel injected engine effect would be minimal since the fuel is not mixing in the intake, it's being squirted in right before the head in an already fine mist
