Fuel filter change 200 1986

Hi folks, I am looking to change the fuel filter on my `86 245. Haynes manual sez to pull main pump fuse from fuse panel.Then start the car and let it stall to take the pressure out of the fuel line besides removing the gas cap.I followed the directions but no dice,car kept running.Removed other fuel pump related fuse,no stall.My Question is do they both have to be removed? I try to be careful with electrical `anything` in this car as it still has a couple of gremlins in it.Would removing the 25amp fuse under the hood help? Thanks for any suggestions.
