Running Rich..... 200 1989

I have the fault code 2-3-1, which is a lean or rich fuel mixture. I have been noticing a decrease in mpg and the spark plugs are black, so I think I am correct in assuming that the car is running rich. I have checked the AMM, diconnected the oxygen sensor and the car ran the same. I also disconnected the vaccum hose on the fuel pressure regulator and smelled fuel. So what do you think that I should start to replace first, the fuel pressure regulator or the oxygen sensor? Is there anything else that I should check?
