Lambda Sond trivia 200

While rooting around trying to find some other bit of useless information I ran across the window sticker from my '79 242 DL (see scan in the picture gallery). I did not buy the car new but the sticker was included with all the original owners service receipts which the second owner had held on to and gave to me along with his receipts. This was around 10 years ago.
Anyway, I am wondering something. One source (Charles Probst's "Bosch Fuel Injection & Engine Management" indicates that '79 & '80 cars had K-Jet w/o Lambda Sond. That book makes no mention of California cars. As you can see on the window sticker the port of importation was L.A. but the car was purchased from a dealer in Wichita, KS.
My current '80 DL also has Lambda Sond. It was originally purchased in Oregon.
The fact that there is a charge on the sticker for the emissions control equipment makes it seem like that stuff wasn't installed until it after reached the port of entry. Did non-Lambda cars have a catalytic converter? That item alone would be more than $96.00.
I'm not considering disconnecting any of the Lambda stuff. Seems like a good thing to have in place and working properly. But what's the deal here? Everything west of the Mississippi got California smog equipment?
