It wouldn't hurt to replace the bulb failure relay too. I just went through this about a month ago. I was replacing tailight bulbs and cleaning contacts, all for not.
I decided to replace the bulb failure relay, which will eventually wear out, and have had no problems since.
I have an 89 740 turbo with 172,000. I believe I heard that the relay will last about 9 to 10 years.
