Low revs after extended driving 700 1987

My Volvo has developed a new problem recently, after driving for at least an hour, and stopping at at light or coming off an interstate, it refuses to rev up above 2000 RPM. By keeping the RPM at this level I have been able to get home. The pumps are both running but the main pump is really hot along with the filter. They have both been replaced within the last six months. Grabbing a hold of the fuel line at the pump you can only feel the injector pulses. Is it possible that the fuel is not being returned to the tank and how do you check for this? The gas cap is working properly. After cool down, everything works fine. Thanks in advance.
