FWIW:

I noticed a sticker on my '88 245 that says "Complies with US and California emissions laws."

The car was originally sold in Ohio. My guess is that Volvo didn't want to have two different flavors of emissions systems floating around, and just threw the CA stuff on all their US cars. Or I could be reading the sticker wrong.

Anyway, just a thought.
