Lights Rotary Switch - Headlights ON or NOT? 900 1992

Question regarding the headlight/parking light switch on the dash left end...
940 GLE 1992 B234

Is this switch supposed to turn OFF the headlights when in the OFF (counterclockwise) position? No matter what I do, my headlights remain ON whether it is in the OFF, MID, or ON position.

Are the headlights supposed to go ON during the day automatically? Are there driving lamps that should be ON and then I should be expected to manually turn them to ON at night?

I can't figure out the funcitonality of this switch, it doesn't seem to do anything... I am wondering if it is faulty.
