Help me solve this (loud engine) 700 1990

It's my uncle's brick (turbo). Basically a lemon (only thing original is the trany) and I've agreed to help him out rather throw money at the dealer.

The problem is the engine (fairly new) is really loud while driving. I looked for exhaust leaks don't see anything. But the exhaust system is a piece of shit midas and it's all 2in (including cat). I'm thinking that would be the culprit. The turbo goes into boost but does not really feel powerfull. Would a 2in exhaust system cause this?
