wheel locating pin - function? 700

The wheel locating pin ( picture Haynes page 203 Fig. 16.2)
was broken out with parts of thread by PO on one of my front wheels .
I put a screw in place.

Question 1 : Is there any replacement for this locating pin,
when only some inner threads are left. The regular original ones,
which I got already, are too short to catch the thread.
(Saab pins are long enough but thread is too big)

Question 2 : Besides holding the brake disc in place,
what exactly is the function of this pin?
Obviously it determines the mounting of the wheel. Why ?

Question 3 : Since I have some vibration problems, does the
missing pin and that missing weight have a big influence?
I guess not, because it is close to the axis,
but I would like to hear some opinions.
