could a faulty pre pump cause a fault code 113 200 1990

i was wondering if a faulty pre pump could cause a rough idle, the car runs fine overall but after running a while at idle, such as a light the car starts to run rough and pulls code 113, and starts to kick out black smoke from the tail pipe, the odd thing is if i unplug the battery for 10-15 min the car runs fine again, the problem occurs sometimes in a couple of days and sometimes in 20 minutes so far i have replaced the following:
coolant temperature sensor
spark plugs and wires
coil
fuel pressure regulator
the idle valve tested at 8 ohms
any help would be greatly apreciated thanks
