Power steering groaning and is there a brake on my engine? 200

My power steering is groaning when I turn it lock to lock, pull out of a parking spot, or do some spirited driving around curves in my neighborhood. I searched for power steering groan in this forum and got something about a metal to metal sound in a 700, but my sound is more like a Wahnnnnnnn, Ahnnnnnn - humming sound when I turn the wheel not a metal to metal sound. Does this mean that my 1986 240 DL power steering is going bad? Also, I just had the motor on my car rebuilt and the thing sounds beautiful and runs like she always runs. However, after test driving my Dad's 2002 Toyota Camry LE (4 cylinder) his car feels peppier, like I could push it way past 75MPH and still have RPMs to burn. But in my car it is slow to get to 60MPH and it almost feels like the parking brake is on. What gives? I have had this car for two months now (my brother gave it to me) and I know it is heavier, are these cars always slow to get to 60? Thanks.
