94 940 - UNEVEN FRONT TIRE WEAR 900 1994

My 940 is wearing the outer front tires in a "feathered" fashion, with the front of each tread block higher than the rear. This obviously causes more than normal tread noise. I realigned the front end and rotated the tires, and it is doing it again to the tires that used to be on the rear. When the car was realigned it was just a touch high on caster, but this is not correctable w/o replacing the struts. The front struts were replaced last September. Prior to strut replacement I had never seen this kind of wear pattern. I was advised by some folks that a little high caster should actually be a good thing and shouldn't cause an abnormal wear pattern ... Any other thoughts?
