Still Overheating 200 1989

Ok. My 89 244 is driving me crazy. I can drive it and the temperature gauge reads normal. After driving about 20-25 min, the needle will suddenly rise near the red. Earlier today I swapped the entire instument cluster from my brother's 89 240 into mine. Earlier Tonight I drove it about 13 miles before it did this. When I cut off the a/c, the gauge went down into its normal position. Things that have been done to the car: radiator has been replaced, coolant flushed(2 times) and a new autozone thermostat and new hoses(from previous owner). This has me baffled.

Any thoughts anyone?
