timing belt doent turn with crankshaft 700 1986

My old 745GLE with 83k miles died suddenly while turning around in the drive way. Upon trying to restart--the engine turned over faster than normal and didnt sound right. I thought perhaps the timing belt had broke--its the org belt and was planning on changing soon. The belt wasnt broken-but-with cover off and having my wife crank the eng. over--I could see that the belt wasnt moving. The crankshaft turns--can see the bolt turn. The crankshaft pully is turning with the crankshaft. What would cause the crankshaft timing belt pully not to turn--wondering if it is held on with a keyway that has back out. Just curious if anyone has had this problem before an hats involved before I start digging into further---thanks
