240 bumper brackets 200 1986

How do I get the bumper brackets off the car??? These are the "shock absorber" front brackets that hold the bumper on. The accident "pulled out" one of them and now I can't seem to get the other one out of the piece that is connected to the car.

I have the bumper off and have pulled on the bracket with a come-a-long and when the car started sliding, I figured I was pulling hard enough and also the "shock absorber" has a warning sticker that warns that the shock is under pressure and "an explosion might occur".

What to do???
