fails to start - alternator or wiring harness? 200 1981

My in-laws called yesterday to say that the 244 won't start and a local (non-volvo) garage said that the alternator needed to be replaced. After having done a lot of work on this car recently, I suspect the problem is either just brushes or (hopefully not) wiring harness rot. It has had times where all dash warning lights come on dimly, which from previous posts tends to indicate harness rot. Visual inspection of the harness when I had the car last showed that there was some deterioration of insulation at various points. Any help is greatly appreciated, as they don't know the car at all, and I don't have confidence that the shop does either.
