Heater valve 900

Greetings.

How do I verify my heater valve is working OK?
When I touch the hose after the heater valve that regulates cabin
temperature it is hot. I don't feel any difference if the control
is set to max cold or hot, but I can se the valve pin has changed
it's positition. The air blowing at cold setting (AC off) don't
feel like it's heated but it's not easy to tell.
It's a 93 945 with ECC and the valve is vacuum controlled.
The reason I ask is that I don't think the AC is as effective now
as it was some years ago (had condensor exchanged last year.)
The ECC has "center vents not blowing on acceleration"-problem as
per FAQ. Will this affect effectiveness of the AC?
