It sounds to me as if the 'mechanic' was brought up on generators. Why would anyone short the wires together? There may be a section of bad insulation deep inside a wireing harness someplace.

You may want to pull out the fuse/relay tray, flip it over and look for overheated wires/burned insulation. I had two bad wires and I replaced a short section. That cured my problems. I also added headlight relays to take the load off the single one in the tray. Four relays now do the work of one.
