Right Rear Light Fuse Shorts out... Help 200 1993

1993, 240GL Wagon

This problem has been haunting me for two years.

I continually blow the last fuse in the fuse box (12?) - right rear light, dash lights

It normally occurs when I turn the headlights on. Sometimes I can go months without a fuse blowing, and then there are times when I blow fuses every day or two.

I have taken the car into a "automotive electrician" but he can never get it to blow (never charges me either). We are both stumped, unless I can get it to short all the time I have no idea where to look.

Does anyone have an idea as to what can be causing this
