air recirc switch...how should it behave 900 1991

I understand your switches are not in the same place as mine. I was just trying to explain how the comparable switches in my car work along with some tell-tale attributes to look for. Have you tried cooling with the A/C switch in the opposite position from where you would think it should be? If your unit was a dealer installed option, the switches probably function the same as the factory installed ones and the factory switch is ON (A/C engaged) in the OUT position. On my car, the switch is OFF when the color is orange and yellow/white when the A/C is working.
