High end power loss? 700

I have a 89 745Ti wagon... running 14psi. I dunno weather its just me or if the power on my volvo seems to be lacking in the high end. As I pound on the gas, the low end seems to be fine as the boost passes 8-10 psi... as I reach my top boost, the power doesnt feel like its gaining as I reach 14 psi. Its still running quick, upper 14 sec when compared to my friends wrx which runs a high 13. But I remember my car being a lot closer to his. I used to be able to hang on and only lost it in the very end cuz of his 5spd, but now it seems like I loose it at the 1/8 mile point. Whats the deal? everything looks fine. Ive been having a spiking problem lately w/ my g-valve around the same time of the high end loss. Also, how much is too much oil in the intake. I took the tube from the IC to the TB and there's enough that I had a few drops come out of it when it was sittin there. Tho it has been a while since I last took it apart to clean the TB. Anything that u all might know that might help to check out?
