Broken Wire problem...... :( 700

Ok well I just found out that my fuel pump in the tank may not be bad after all. The ground wire was broken.
Now my problem is that the tab on the cover of the tank to remove the pump is where the ground is supossed to be,it is pretty rotted off. If I cant cean it up enough to use it, can I use any other area to ground the pump?
Can I drill into the cover and screw the ground to the cover? The ground seems like that is what it does anyway
