B234f Pulley alignment question (has my mech. stumped) HELP!!! 700 1990

1990 740 with b234f (16v). I rescued from Previous owner. It required new head.
I had it running okay but the accessory belts never lined up. I took to local indy shop thinking I was missing something obvious,...but he cant figure out either.

The crank pulley seems to be back about 1/2". It causes the belts to not to align, I pulled a diesel water pump pulley which got me running but it's not aligned and causes belt failure after about 2000 miles.

The mech thought maybe PO had put in a crank pulley from b230 engine but he got one from a salvage yard off a b234f and it appeared the same as one on engine.

He also mentioned the possibility of someone putting in a crankshaft from a b230 by mistake, but this doesn't sound likely to me..

Any ideas out there? What could cause this?
