230ft - replaced engine, now no low end power 700 1987

I just completed an engine swap in a 87' 740 Turbo. The car idles fine. But, step on the gas and the car runs like it was stuck in mud. From a dead stop, the car will barely roll until the tach hits 2000 to 2200 RPM. Beyond 2200 the turbo will spool and the car will move. But between 800 and 2000 RPM the car will barely move. I was wondering if any other 230ft owner has had this problem or has a good idea what it is.

So far, I have checked timing (@ 12 degrees, ran compression check(all between 140 and 160), checked for vacuum leaks, and checked wires.

Could I be having fuel pressure problems?
