Low on boost? 700 1989

Hello all,
I'm new to these boards, and very thankful I was shown toward them. I have an '89 745ti that I just put the calibrated boost gauge from Dave Barton (I think that's his name) and I was very impressed with the quality.

I was not however impressed with my reading. I have the needle sitting just a tiny bit below the yellow line, and the most boost I can coax out of this thing is just under 5 psi. If I remember right, these things are supposed to run 8 psi stock, so I'm kinda wondering what's going on. It's got 230K miles on it, but the turbo was rebuilt and has about 50,000 on it. I bought it less than a month ago, and it seems to run fine (it's still really quick), but I'm wondering what I could do to raise boost back to stock levels.

Any suggestions would be great, and I thank you in advance!

PS, any suggestions for shortening that eternally long 1-2 shift in the manual? That shift is KILLING me! :)
