Machining new 'flats' on inner tie rods. 200 1993

Thanks to all who aided me in the previous discussion of inner tie rods for steering rack rebuild. I still am mulling over the fact that the new inner tie rods from FCP Groton do not have "flats" for turning. This is not a problem, I can use a pipe wrench to turn them onto the rack end and a little LockTite.
The problem is with the washers that are supposed to be peened over onto the "flats" after installation. There were no new washers included in the boxes with the new tie rods and the person at FCP Groton was not overly concerned that they were not included.
I have access to a machine shop, so I could get "flats" turned onto the ends of the new inner tie rods, and reuse the old washers (new surface to peen). This seems a lot of trouble for a saftey feature that should be included in the manufactured of even aftermarket auto parts.
Are there other suppliers that sell inner tie rods with the flats and new washers?
Other than this, I've had nothing but GREAT experiences with Nick at FCP Groton.
