ABS problem on '92 240 wagon 200

Have a noise that sounds like it's coming from the ABS system right behind the battery. It sounds like a pump and I've never heard it before. The strange thing is, it keeps going non stop after I turn off the car and even after I pulled the fuse. The only way I found to stop it was to disconnect the battery. I'm not really sure where to go with it from here though....I have plenty of brake fluid and there is nothing visibly wrong with any of the lines going into the abs box. Any advise would be greatly appreciated

thanks
