brake issue: pedal won't go down! 200 1988

Hi there--For the past two weeks, I have been having a brake problem. It occurs only after I've been sitting in traffic, using the brakes often. What happens: the brake pedal doesn't go down! It moves only the slightest bit--and while the brakes do work (although I have to jam my foot on the non-moving brake pedal), it makes me feel like they're not going to work.

A possibly related question: When I brake sharply after going at a high speed, my steering wheel shakes. I read in the FAQ (I think) that this could be warped rotors, but I had new front and back rotors and pads put on at the end of March.

Any ideas on the problem(s)? BTW, I don't do my own Volvo repairs. Thank you so much in advance!!
