Speedo Adjustment 120-130 1967

How do I adjust the speedometer spring on my 122 wagon, with the original 4.56 rear end gears and a new ('71/140 maybe?) type J overdrive? My speedometer is the red-ribbon type and reads 25% fast (at 60 it shows 75). The speedo drive gear in the OD is green and has 23 teeth (I think, or maybe 21, but not 19, it's the only one that fit) and the speedometer error appears to be the same now as before I hooked up the OD.
I read here in the pages of the brickboard that if the speedo is fast, tighten the spring, and vice versa. I looked at the underside and back of the instrument speedometer, but don't see anything to adjust. I hope I don't have to take out the whole instrument panel or remove the dash...
