Condenser Fan? 700 1991

I have noticed that while in traffic here in Atlanta, my AC does not cool at all. If I am moving it will though. I checked the condenser fan and it does not turn on while the AC is on. I can turn it with my hand and it spins but it will not do anything under it's own power. I checked the fuses behind the ash tray, is this the right place for this fuse? What else should I do? Just replace fan?
