new turbo / water conversion costs ? 200

I got my 245 Ti w/135k towed over to RV Volvo in Glendale the other day, and I just spoke with Robin over there. I've only driven less than 1k since purchasing from the PO. I brought it in due to lots of white smoke from exhaust as soon as car is revved over 2k. He diagnosed the car, and told me I need a couple of hoses, a new Garrett turbo (1yr. warranty), and a conversion of oil-cooling to water-cooling. Including labor, he'll do it for just under $1500. It was a lot more than I expected. Working on the car myself is not really an option, I have little free time and litte access to tools. I have looked through the archives, and it seems that many have their turbos rebuilt at turbocity.com. Any suggestions are welcome. Specifically, is this a reasonable cost? Should I have my turbo rebuilt? Lastly, are there any other routes I can take? Thanks in advance.
