blower motor related problem in Texas - help! (second post) 700 1987

Dear Bricksters,

I have an '87 760GLE with ACC. Recently I found out the blower motor not working
intermittently. NOT working mostly in the 100 deg F afternoon here. So I changed
the blower motor two weeks ago hoping that would take care of the problem. It didn't. Now the blower motor is only running in the low speed regardless where the speed setting is on the control panel. I then looked into blower motor resistor, motor relay and fuse #16. I have also done some experiments and the findings are:
(1) fuse #16 melted and hot when AC is running, but not blown.
(2) resistor looked OK. No breaking connection and no rust anywhere in it. although I did not check the voltage etc.
(3) click can only be heard in the relay when setting switched to "defrost".
(4) unplug relay would not change the motor speed when AC is running.

The only way to bring the motor to full speed is to disconnect the resistor. After that is disconnected, all the speed setting would work fine. I am letting the AC running like this for a week now, and getting really concerned there must be something very wrong somewhere. I don't want to fry the car this way.
My questions are:
(1) how can I check whether relay is dead? should it be replaced anyway?
(2) how the melted fuse #16 affect the blower motor performance? should I change
the fuse box?
(3) is there anything else that I need to check/replace?

Thanks in advance. It is getting too hot here without an AC in the car.
