My feeling is that if the system is low on refrigerant, neither the compressor nor the A/C fan etc will come on. I am not sure why you title your Question "a/c Overpressure"; did over overcharge it with R134a? Just trying to understand what is really the symptom? Does the AC cool at all, and all you're concerned about is the fan not coming on? I believe on two-speed fan systems, there is a high speed fan realy , and a low speed fan realy. Which relay did you replace?
