740 slow, uneven idle 700 1991

My '91 740 (245,000 miles) has developed an idle speed problem. At idle, cold or hot, the engine RPMS drop toward 500 and the idle becomes noticeably uneven. It drops lower when the car goes into Drive, jumps to 1000rpms, then drops back when it goes back into neutral or park.

I've cleaned the air control valve with no results. The plugs, wires, and distributor cap are all new.

What's the best approach to troubleshooting this?
