Headlights Stuck 200 1983

My head light seem to be stuck in the high beam position. I think that it may be in the high beam on and off switch in the turn signal switch, but when the switch is engaged I do hear the relay switch under the hood of the car click.

Could someone give me some idea on what could be the reason that my headlights are stuck on high beam?
