They say I need a new transmission! 900 1993

Hi,
I have a 1993 940 Turbo wagon with 130,000 miles. Last week I took the car in to repair a transmission fluid leak. The shop replaced the gasket on the transmission pan and fixed the leak. As soon as I left the shop, I noticed that the transmission would not shift into 4th gear until after 60 mph. They looked at the transmission (over a couple of days)and now tell me that I need a new transmission at a cost of $2.500. They claim to have checked the OD soleniod. I have read the 700/900 Maintenance FAQ, but I do not see an entry that matches my problem. The problem is consistant no matter not matter if the car is cold (upshifts at 64 mph) or warm (upshifts at 61 mph). Any ideas?
