The OD Question Again... Don Foster to the rescue 200 1993

My OD light is always on, but flickers, gets brighter when I step on the gas.

The car will not shift up to 4th gear, but when I push the OD button I hear a click coming from the relay and no shift.

I've read at least 50 posts talking about resoldering, but my PCB is much different than Don Foster's pictures. Must be a newer board.

Am I shorting out somewhere?
Is it the Solenoid?
Should I see a voltage change at the Solenoid if I press the button?
Which fuse is associated with the OD.. #7?
Is there away to check the relay with a ohm meter?
