Fuse keeps blowing power windows

Hi, my 89' 240 has had a problem in that the last few weeks the 16a fuse, #10 I believe for the power windows, keeps blowing. I looked over some posts in the archieve and am now wondering if one of the windows, the back drivers side, is causing this problem. It tends to stall when opening until about half way up and then seems to travel about the normal speed.

Is there anything that anyone can suggest that I do to remedy either of these problems? It does not much bother me that the window is slow to close, but if it is putting a strain on the electrical system causing the fuses to blow maybe I should take a look at it.
