Tail/brake lights on late-model 240 wagons

Was following behind a "late model" ('91 or '92, had the 'new style' rear window but chrome door handles) 240 wagon a few days back. Beautiful car in immac. condition, nice dark blue-ish color on a black (vinyl or leather? couldn't tell) interior.

Anyway...I was following behind this guy at about 20:00 and obviously we both had our lights on. Noticed that the red lights on the bottom of the 'row' were functioning as both his tail lights and his brake lights. IOW, they would get brighter when he braked. The top lights were not illuminated at all. On my '85 (and most 240 wagons that I've seen), the top red lights are the tail lights and bottom red are brakes. Did this guy having wiring issues, or did Volvo make a change at some point?
