overheating volvo...fan clutch? 200

My 1990 240DL w/126,000 miles just overheated today: it slowly crept above the 9 pm position until it was almost in the red. It's hot here in Chicago and the AC was on.

I used a garden hose to clean out the radiator as best I could and then, with the engine running I tested the fan clutch. (BTW, the thermostat was replaced last year when this happened before in hot weather...then, it happened while idling.) With the engine running I could stop the radiator fan from turning using a stiffened paint brush to stop the blades. Is this an indication of a bad fan clutch? The radiator, BTW, doesn't look too full of crap.
