DOES 'CHECK ENGINE LIGHT' ALWAYS COME ON IF A SENSOR IS FAULTY? 700 1990

My 1990 740 wagon 8V non-Turbo with 165K miles runs good. Can I assume that all the sensors are operating properly if no CEL comes on, or do I have to do a OBD check occasionally to insure everything is OK, and that I am getting the best possible gas mileage? My MPG around town is about 17 - is that average? Tim Coughlin in Arid-Zona (AZ USA), prudhoes@aol.com
