AC Problem 900 1994

Got a problem with the ac on our 94 940. Took it to a local shop yesterday figuring it needed a recharge. Well, they said that isn't the problem - hooked up 12v to the compressor and got cold air out of the system. So they told me I must have an electrical problem somewhere (maybe the switch in the dash) and suggested I see the dealer. Is this likely or is there something else that might cause this problem - other than not engaging the compressor all other functions on the hvac control panel work fine. Any suggestions as to what the problem might be? How expensive and difficult is it to replace this if it is the switch? How can I test it before replacing it?

Any help is as always appreciated.
