200 rust - bad spot? 200

I checked out a '92 244 for the younger generation this afternoon. Clean and well-maintained, good service records, although the engine bay was about the dirtiest I've ever seen. The only thing that concerned me was some rust, more than just surface deep, around the 2 bolts that secure the front crossmember low on the passenger inner fender. The rust was confined to immediately around the bolts and I could move some scale away with the key I had in my hand. My question is, how serious is this? Is this a 'scrape it clean and repaint the area' or 'get it welded' situation? The driver's side was is good shape. Opinions?
