Temp guage 200 1990

Anyone ever have the problem that their temp guage never gets off the bottom? I assume so since I have seen a number of these older 200's with an after-market guage in the dash. The complicating factors here are that the sending unit is working and, when I took the instrument panel apart, the guage itself is working (moves as voltage is applied). But, even when I directly ground the sending unit's wire, the guage doesn't move. When I check resistance between the sending unit's wire and ground, there is some resistance, but far less than infinity. Is something fried in the instrument panel ahead of the guage?

Any suggestions would be appreciated.
