How do you test the wastegate actuator? 200

I pulled the actuator off my turbocharger, and I was happy to find a split hose at the actuator, so I am hoping that is my problem. But I tried testing the actuator with bicycle pump, and air just leaks out of it around the shaft. Do you need more airflow then a bicycle pump can put out or should the actuator hold air? It says in the Bentley that the rod should be pretensioned at least 2 mm. Is that so the diaphram will seal in the acutator?
I hope the actuator is Ok. 700 series actuators (with the bent shaft) are a dime a dozen around here, but the 240 intercooled actuators are impossible to find.
